How else do we define decentralization, local self-reliance, community empowerment, etc.? Vs the MIC globalists community destruction they deliver?

Is the question how to define these terms, or if we can, and if so, how do "we" make do in an environment--politico-economic, cultural, psychological, epistemological, ideological--where there is no grand "we" that has any capacity to effect large scale changes? Honestly, I'm quite pessimistic about political action, and about anyone--even the most powerful--to change the dangerous and destructive trajectories the world is on; but many small person-to-person actions, cooperations, responses, and tactics are possible on very small scales (bricolage). I'd be happy if someone could decentralize our food system, eg, but not so happy about leaving (in the US) 104 nuclear power plants unsecured and unattended by some centralized authority (even after shutting them down).
